In this guide, I’ll share to you how to apply travel permit online sa BAI, what are the requirements, and ilang tips para smooth ang processing.
Ano ang BAI Online Application para sa Pet Travel Permit?
Ang BAI Online Application System ay digital platform ng Bureau of Animal Industry kung saan pwedeng mag-apply para sa iba’t ibang permits tulad ng:
- SPS Import Permit (for animals, feeds, biologicals, meat, etc.)
- AICP – Animal Industry Clearance Permit
- Pet Microchip Registration
- Accreditation for Animal Facilities
- Veterinary Certificates
- Local Transport Permits
- At iba pang livestock- and pet-related documents
Depende sa transaction, pwedeng nasa National (Central Office) o Regional office ang magpoproseso.
Ngayon, ang pag-uusapan lang muna natin is the BAI Local Transport Permit.
So heto nga, dahil wala kaming kaalam-alam tungkol sa online application, pumunta kami directly sa physical office ng BAI sa Pili, Cam Sur. By the way, we’re planning to travel from Bicol to Mindanao by land and sea. Since may erasure sa VHC (Veterinary Health Certificate) which is one of the requirements, and bawal daw ang erasures kaya di sila nag release ng travel permit since kailangan namin ipa revise ang VHC namin. So, tinuruan nalang nila kami paano mag-apply online. They assure us naman na hanggang di pa 5:00 PM, cut off time ng office hours, we will be emailed para sa travel permit.
Pet Travel Permit Philippines (BAI Local Transport Permit): Requirements You Must Prepare
1. Valid Rabies Vaccination Certificate
Issued by a licensed veterinarian. Must include:
- Pet’s name, age, breed, color
- Date of vaccination
- Vaccine brand and batch number
- Vet’s signature & PRC license number
Important: Rabies vaccine must be at least 14 days old but not expired before travel. Applicable to kapag first time vaccine shot sa fur baby nyo pero if booster shot nalang, then no need to wait 14 days, pwede na silang itravel.
2. Veterinary Health Certificate (VHC)
Issued within 3 to 7 days before travel. Should state that your pet is:
- Healthy
- Fit to travel
- Free from signs of infectious diseases
You can get this from:
Any licensed private vet and nasearch din namin na pwede din kunin sa Government vet (City Veterinary Office)
Note: This has a fee. Sa Private Vet Clinic kung saan pina-booster shot namin si Jasper, we paid 500 PHP only. Di ko lang alam kung may fee ba sa government.
3. Pet Photo (optional but recommended)
Some regional offices request:
- Clear photo of your pet
- Full body shot
- This helps avoid confusion during inspection.

Step-by-Step: How to Apply BAI Permit Online
1. Visit the official BAI e-services website
Here’s the link: nvqsd.bai.gov.ph/EServices
2. Create an account
Kung first time mo, kailangan mo muna mag-register. Click Register, Select “One-Time Client Registration”
Usually hinihingi nila:
- Full Name
- Occupation
- Contact Number
- Email Address
- Password (at least 6 characters, with at least one uppercase/lowercase and one digit)
- Type the Captcha code
Confirm your account through a link sent to your email.
Tip: Gumamit ng active email dahil dito ipapadala ang updates at permit status.
3. Log In & Fill Out Application
Go to the E‑Services tab, then click “Issuance of Local Shipping Permit”
Choose One‑Time Shipping Permit when applying.
Fill out the shipment details:
- Shipment mode: single origin / single destination
- Transaction type: inter-regional, intra-regional, intra-province, or inter-island
- Category: choose “Live” for live animals.
- Fill in other details like shipper / owner info, address, pet details, etc.
4. Prepare Required Documents
Veterinary Health Certificate (VHC): Issued by a vet.
Note: it’s only valid for 3 days.
Vaccination / Rabies Record: Make sure your pet’s vaccination record includes detailed information (name, breed, date, vaccine used, vet license number, etc.).
Other pet description details (age, sex) may be needed in the application.
Important: I-upload lang ang malinaw at readable copies (PDF/JPEG).
5. Submit Application
Once you’ve filled in the details and uploaded the required documents, submit the application.
The permit has a processing time: typically within 3 working days after they receive the application pero sa part namin they gave it after 30 mins only after submitting our application.
6. Wait for the review and approval
Makikita mo sa dashboard ang status ng application:
- For Review
- Pending Requirements
- Approved
- For Release
Note: The permit is valid for 7 days once issued.
7. Download your permit or certificate
Kapag approved, pwede mo na i-download ang official document in PDF format.
Print or save a copy of the permit; you may need to present it when traveling (e.g., at a ferry port).
Keep your VHC and vaccination record with you during travel in case authorities ask for them.
Tips / Common Pitfalls
Because the Veterinary Health Certificate (VHC) is only valid for 3 days, make sure you schedule your vet visit close to your travel date so you don’t expire your certificate before applying.
Double-check that the vaccination record is very detailed (some applications get delayed because information is missing)
